This month I introduced new regulations known as the Workplace Recycling reforms. These rules will apply to all types of workplaces, including businesses, public institutions, and non-profit organizations in Wales. They aim to make workplace recycling practices similar to what households already do. This initiative is crucial in addressing the climate and nature emergency declared by the Senedd. It also aligns with our commitment to building a stronger, greener economy as outlined in our Programme for Government.
The Workplace Recycling reforms consist of three Statutory Instruments (SIs), which are scheduled for a plenary debate on November 28th. These SIs will, subject to approval by the Senedd, come into effect on April 6th, 2024. The first SI, “Waste Separation Requirements (Wales) Regulations 2023,” mandates non-domestic premises to separate recyclable materials for collection. This will enhance the quality and quantity of recyclables collected from workplaces and improve recycling practices across Wales.
The second SI, “Prohibition on the Incineration, or the Deposit in Landfill, of Specified Waste (Wales) Regulations 2023,” extends bans on incinerating or sending specified recyclable materials to landfill, ensuring their proper recycling. Additionally, it bans the disposal of all wood waste in landfills. The third SI, “Prohibition on Disposal of Food Waste to Sewer (Civil Sanctions) (Wales) Order 2023,” complements the ban on disposing of food waste into sewers from workplaces. This prevents the misuse of sewer systems and minimizes greenhouse gas emissions.
Implementing the Workplace Recycling Regulations builds upon our successful household recycling efforts, reducing carbon emissions and creating economic opportunities. A national communications campaign has been launched to raise awareness and support workplaces in complying with the new legislation. Resources, sector-specific guidance, and case studies are available to help workplaces get ready. Additionally, a Code of Practice for Wales, offering practical guidance, will be published soon, pending Senedd approval.
